Institute for Legislative Studies (ILS) is an institute for training and research in legislative business established by the University of Ilorin in 2023. It is observed that the legislature and its personnel at all cadres have received negligible attention in Nigerian and African contexts despite being an integral component of democratic governance. In filling this gap, the Institute for Legislative Studies, University of Ilorin, is initiating the Postgraduate programmes in Legislative Studies towards providing a platform for training high-level manpower with theoretical, empirical, administrative and practical skills to manage legislative processes and activities within and outside the precincts of the hallowed Chambers of legislation with a catchment focus on Nigeria and Africa. This is in line with the university’s vision of being an international center of excellence in learning, research, probity and service to humanity.
The ILS programmes are Postgraduate Diploma (PGD), MA, M.Phil/Ph.D. and PhD in Legislative Studies, Legislative Drafting, Constitutional Law and Development, Election and Political Party Management and Parliamentary Administration. Admission to study these courses is opened to applicants from any disciplines in line with the global best practices. In the realm of Ph.D., while applicants with research-based Master’s such as LL.M (Law) and M.Sc. (Political Science) will proceed directly to Ph.D., those with professional Master’s and other discipline will be made to audit four (4) basic courses in Law and Political Science to remedy their deficiency and prepare them for the rigor of the Ph.D. programme before proceeding. ILS also offers certificate courses in Legislative Studies and Drafting, Constitutional Law and Development, Political Campaigns Management, Political Campaigns and Strategic Management, and Parliamentary Administration. Aside from these academic programmes, ILS also offers services in Policy Analysis, and Legislative Drafting and Scrutiny, among others.
