Introduction

The programme is for the advancement of research and analytical skill in the relevant areas of Parliamentary Administration. The knowledge so acquired should substantially enhance their prospects of gaining employment in various capacities such as academics, professional and other areas of work where the ability to apply and advise upon Parliamentary Administration issues is significant.

Philosophy

The philosophy of the programme is for the enhancement of research and professional skills and qualification in Parliamentary Administration for self-reliance and ability to function effectively and competitively in the Elections and Party Politics fields both locally and globally.

Aim and Objectives

Aim

The aim of the programme is to stimulate excellent research and writing skills based on stronger foundation and better understanding of the role of Parliamentary Administration in a contemporary context.

Objectives

  1. Producing graduates of distinction committed to lifelong learning, integrity and professionalism, capable of being responsible leaders and communicatorsin their respective fields.
  2. Critically engage with their major theoretical debates on the role of Parliament in any given field.
  3. displaying the ability to deal with different types of Parliamentary Administration matters.
  4. applying critical and contextual approaches across a wide variety of subject matter; and
  5. developing the ability to analyse, articulate and write on Parliamentary Administration issues, by linking previous or current experience with anacademic inquiry, particularly via the dissertation.

Admission Requirements

The candidate is required to possess the following:

i. O Level Credits or its equivalent in five subjects including English Language and Mathematics.

ii. Candidate with Master degree (Law and Political Science) and in any discipline other than Law and Political Science from a recognized university with at least 60% or its equivalent in their final Master degree Examination to qualify for admission for Doctor of Philosophy in Legislative Studies Programme.

In addition, candidates with degree from any other discipline other than law and political science shall audit four (4) Remedial Compulsory Courses registered as specified by the Institute and are expected to satisfy the Institute Postgraduate Board at a placement screening exercise to be conducted by the Institute.

Duration of the Programme

The Full-time programme shall run for a minimum of 36 calendar months and a maximum of 48 calendar months. The programme is full time study only.

MPD 901 Research Methodology 3 Credits

Principle. Methods. Approaches to research and writing. Selection of research topics. Research design. Research methodology and research method. Finding materials in the library. Using social research methods, referencing, formatting. Ethical issues. Tips on dissertation/project. Defence/Viva voice.45h (T); C

MPD 903 Seminar 2 Credits

Each student under the guidance of an approved supervisor by the Facultypostgraduate board is required to present a seminar.45h (P); C

MPD 999 Thesis 10 Credits

Each student under the guidance of an approved supervisor is required to conduct research in any area of interest approved by faculty postgraduate board. 450h (P); C

LRC 901; Constitutional Law and Development (Remedial)

LRC 903: Legislature and Legislative Practice (Remedial)

Concept of legislature, Functions, types and powers of the legislature, Basic concepts in legislative practice, Sources of legislative procedure, Composition and pattern of funding, Committee system in the legislature, How a bill become law, Challenges facing the legislature, Legislative-Executive relations, Legislative-Constituency relations

LRC 904: Nigerian Government and Politics (Remedial)

Colonial legacy on Nigerian political system, Structure of the Nigerian political system, Military intervention and involvement in politics, Federalism in Nigeria, Intergovernmental relations, Religion and politics, Ethnicity and politics, Nigerian electoral system, Institutions of governance in Nigeria, Election and electoral system.

Graduation Requirements

For the award of Ph.D. in Parliamentary Administration a candidate must have audited the prescribed courses (remedial compulsory course for candidates from other discipline than law and political science) and submitted a thesis based on a preceding research protocol. The provision of Postgraduate School shall apply in the assessment of the research protocol and oral examination of the thesis.
