Introduction

The subject matter of Legislative Drafting improves the capacity of legislators and legislative staff/aids in legislative practice and procedure. The Legislative Drafting Programme of the University of Ilorin is unique because it provides a blend of theoretical and practical exposure to legislative staff/aids in Nigeria.

Philosophy

The philosophy of the programme is to meet the needs of seasoned drafters of legislation for legislators.

Aim and Objectives

Aim

The Master of Legislative Drafting degree aims at developing the skills of drafters of legislation for the legislators

Objectives

Upon completion of the programme, graduates would have:

  1. Acquire the skills and knowledge in legislative drafting.
  2. acquired adequate theoretical and practical knowledge in legislative Drafting.
  3. provide the much-needed assistance to the legislators to aid their legislative functions

Admission Requirement

a. A good honours degree not below Third Class Lower Division (Law and Political Science) and any discipline other than Law and Political Science obtained from any recognized University

b. Five (5) O-Level Credits including English Language and Mathematics

c. Candidates with a PGD in Legislative Drafting at credit level pass (i.e. 2.5 or 50% and above)

Duration of the Programme

The programme shall be a minimum of 12 months for full-time studentship and 24 months for part-time studentship.

LEG 801 Fundamental Principles of Legislative Studies 2 Credits

Functions of the legislature; Separation of powers; National Assembly in Nigeria’s foreign policy; Executive/Legislature relations in different democratic dispensations; The process ofhow bills become laws; Typology of the legislature. 30h (T); C

Nature, scope and sources of administrative law; Sources of powers of administrative agencies; Relationship between administrative law, rule of law and separation of powers; Delegation powers; Discretionary powers; Delegated Legislation. LEG 816 Distinguished Personality Lecture 1 Credit

Seasoned legislators (serving or former)/technocrats/ shall be invited to deliver Distinguished Personality Lectures on specific theme(s) based on practical field experience in legislative practice. The lecture shall be interactive and students would be required to write analytical report on the basis of the cases cited in the lecture. It is also an opportunity for students and faculty to interact with actors whose experience have shaped occurrences in the polity in relations to legislative activities. 45h (P); C
